After a series of meetings and site visits, analyses of priorities and of compliance with project requirements, the list of facilities to be rehabilitated and reconstructed in terms of energy efficiency within the MEEMP project has been finalized.
Within Component 2 – The Energy Efficiency Investment – MEEMP envisaged investment in energy-efficiency-related refurbishment measures in public buildings. The preliminary selection of buildings and measures in each of the four municipalities has been done within the Feasibility Study phase in 2015. During the project’s implementation phase from January till March 2018, the list of buildings and the catalogue of measures have been reviewed by the consultancy team and a series of consultations with the Ministry of Mining and Energy, the Swiss Cooperation Office in Serbia and representatives of the municipalities took place. Finally, it has been agreed that an individual approach per municipality will be implemented, enabling the municipalities to select and prioritize the buildings in question as well as to adjust certain measures in order to remain in the available budget.
As a result, 23 public buildings have been selected, mainly kindergartens and schools, more precisely four in Paracin, seven in Krusevac, six in Uzice and six in Vrbas.
The pool of technical measures to be realized is manifold, containing the insulation of walls, roofs and ceilings, the replacement of windows, the implementation of sun protection as well as the insulation of heating pipes, the replacement of outdated mainly fossil fired boilers by the use of biomass and natural gas and the rehabilitation of lighting systems through LED lighting.
In the next phase local self-governments will organize the completion of design documents for each of the selected facilities, which will be followed by the tender for implementation of works in 2019.
