Project components

The overarching objective of Component 1 is to reach a continuous improvement of the municipal energy management and its outcomes in the four selected municipalities of Krusevac, Paracin, Uzice and Vrbas through the introduction of the internationally recognized European Energy Award (EEA) and its methods. The EEA supports local authorities in establishing interdisciplinary planning approaches and in implementing effective energy and climate policy measures. The EEA translates national objectives and requirements on energy-related issues into local policy recommendations and takes into account the entire area of municipal influence.

In order to demonstrate by example the level of energy-efficiency-related refurbishment measures in public buildings that can be achieved, SECO provided a grant for the rehabilitation of 23 selected facilities within the municipalities’ territories.
Support provided through Component 2 to selected public buildings, mainly primary schools and kindergartens, includes project design, international tender for implementation of works, as well as supervision during the implementation of works.

All proposed investment measures have to be technically sound and target-oriented. The pool of technical measures to be realised is manifold, containing the insulation of walls, roofs and ceilings, the replacement of windows, the implementation of sun protection as well as the insulation of heating pipes, the replacement of outdated mainly fossil fired boilers by the use of biomass and natural gas and the rehabilitation of lighting systems through LED lighting.

Component 3 focuses on capacity building activities aiming to improve the capacities and discipline-specific know-how of the municipalities. It is closely interlinked with Component 1’s task, the introduction of the EEA, which also contains some capacity development activities by definition. This component foresees capacity building activities for the municipal staff, as well as technical and teaching staff of the schools that will be rehabilitated. Component 3 will raise awareness, know-how and capabilities of the local teams thus reducing the implementation risks and ensuring the sustainability of the project.
